Description of problem:

Specifically it should allow for a marking specs as drafts so we know we'll need to revisit the testplan with the final specs, also so we can allow for final specs without the public url in a sane way.  Part of this idea is to also ask the vendor some series of questions to help establish if the specs are draft or final.
