Description of problem:

I noticed that the CPU monitoring applet doesn't actually apply any changes the user selects. The following entry from dmesg might help explain it.

cpufreq-selecto[3629]: segfault at 10 ip 0000003efa60bb03 sp 00007fff08f51320 error 4 in libdbus-glib-1.so.2.1.0[3efa600000+20000]

Steps to Reproduce:
1. add cpu frequency applet
2. attempt setting frequency or policy
  
Actual results:
change is not applied

Expected results:
change should have been applied
