We'd like to ship the JIRA plugin for Eclipse Mylyn but it needs (among other things) axis 1.4. This is still applicable for F15 and up. We'd need updated axis with OSGi info for eclipse-mylyn as well, FWIW :)
There hasn't been an Apache axis release since 2006. Axis 2 is well maintained. So it would make sense to get rid of axis and package axis2 instead. More info here: http://axis.apache.org/
