Toggling the CDN support for a system in the webui/via xmlrpc should affect what the system does when using up2date or yum.

To Test:
 * get yourself a client that supports CDN (say, the latest rhel 4)
 * register the system
 * Use the SDC to disable/enable location aware downloads
 * watch /var/log/rhn/rhn.log on rhnxml to see what the detected cdn_pref is.
 * verify that you are redirected or not, depending on what you toggled
