The images are doxygen generated. That issue has shown up in the past already 
multiple times caused by crappy freetype/fontconfig and/or libpng. One of these
libraries creates different images on different architectures which is a bug
there and never should happen. This is no problem of popt or its files. Re-
assigning to doxygen, because that one IIRC caused the problem the last time.

This bug appears to have been reported against 'rawhide' during the Fedora 11 development cycle.
Changing version to '11'.

I would say, just loose the damn doxygen generated docs :)

I just had a closer look and they aren't really API documentation (the API is covered in the man-page) but more like annotated source code, containing references to popt internals such as static functions etc. As such, they're not particularly useful to libpopt API user, only to somebody who's hacking popt itself and in that case they already have the source and can build the docs by themselves if they want.
