During kickstart rendering we have several package lists:

UPDATE_PKG_NAMES
FRESH_PKG_NAMES_RHEL5
FRESH_PKG_NAMES_RHEL34
FRESH_PKG_NAMES_RHEL2


for UPDATE_PKG_NAMES we are only looking in the specific base channel for the packages, but in the others we are looking in the entire package tree.  We should be doing this for UPDATE_PKG_NAMES as well. 

Also rhnlib doesn't need to be in FRESH_PKG_NAMES_RHEL5 & 
UPDATE_PKG_NAMES.  Just in UPDATE_PKG_NAMES.
