Description of problem:
Ensure device name passed to SO_BINDTODEVICE is NULL terminated.
    
Found by Solar Designer.

Note that, to abuse this, you need capable(CAP_NET_RAW)).

A patch for this issue has been included in build 2.4.21-61.EL.
