Description of problem:
Cannot install RHEL to zFCP only system - kernel panic. 
VFS: Can't find ext3 filesystem on dev dm-0

How reproducible:
always

Steps to Reproduce:
1. detach all dasd devices from s390 (#cp detach <device_number>)
2. attach zFCP device
3. run instalation (remove all partitions and create default layout)
4. select minimal package set.
  
Actual results:
cannot boot system

Expected results:
bootable system

Additional info:
same behaviour on 5.3
