Description of problem: "File" submenu should follow tab actions.

Steps to Reproduce:
1. "Process Domain"-tab 
2. check "File" submenu
3. what should do "Add" or "Properties"?

Actual results:
"Add" does some undefined action, s-c-selinux is freezed... "Properties" does nothing.

Expected results:
"File" submenu follows tab toolbar or should items should be insensitive.

Additional info:
This bug report is part of "System Configuration Tools Cleanup Project". Don't
hesitate to ask project maintainers for any kind of help.

This bug is fixed in the **Soon to be released** revision of the gui as the file menu no longer exists.
