Description of problem:

qpidd makes the incorrect assumption that the first CPG config-change always contains a single member. It is possible for the first config-change to have multiple members if they join concurrently. If this happens, all members come up as "JOINER" with nobody taking on the role of first member and the cluster hangs.

Steps to Reproduce:

Run the "error storm" test from bug 506758 repeatedly on multiple nodes.
It can take up to 300 iterations to get the hang.
