Description of problem:

1. Register rhel5.4-64bit kvm host to sat5.3  (test02-vmx)
2. Create couple of rhel5.4 kvm guests on it. (foobar5 and foobar7)
3. Register each of them to the satellite
4. These guests do not consume management entitlements as they use first 4 free entitlements from host.
5. Go to subscriptions page and check how many managemen entitlements are consumed.
5. Go to https://rlx-3-24.rhndev.redhat.com/rhn/systems/details/virtualization/VirtualGuestsList.do and delete one of the system using delete_systems action. 
6. Check entitlement count now. It will be decreased by one even though system did not really use any entitlements. If you keep following this procedure few more times, you will end up in seeing negative management entitlements.

we are removing this delete_system actions from the virt page and will be relooking at it in 540. you can still correctly delete the profile from the system page itself.

Have some theories about what's going on here but the only critical question is, if you delete the server profile normally from it's SDC page, does this still cause the negative entitlements? 

Doing some testing with Xen guests today to help narrow this down.

Nope. It happens ONLY from host->virtualization-> delete_systems action.

Ok in that case I will leave this be as we're removing that delete functionality anyhow.

The behavior is same for xen guests as well. So if I perform delete systems action from virtualization page for xen guest, management and provisioning entitlement number is decreased by 1.

Were the Xen guests created from the Satellite UI, or manually and then manually registered?

verified. delete_systems action is removed from virtualization tab and system delete from SDC and SSM is not decrementing entitlement count after removing kvm or xen guests consuming free entitlements from host. Moving to verified.
