Description of problem:
Not seeing virtualization and virtualization platform in the dropdown menu even if org is given entitlements for that. 

Steps to Reproduce:
1. Create an org.
2. Give 2 management, provisioning, virt and virt-platform entitlements to the org.
3. Give channel entitlements.
4. Register a system to the org.
5. Go to https://saturl/rhn/systems/SystemEntitlements.do
   Try to give virt or virt-platform entitlement to the system
  
Actual results:
No virt or virt-platform in dropdown menu.

Expected results:
It should be there in dropdown menu and should be able to entitle system.
