Description of problem:
On the login screen, the tab order is seriously BORKED and 
COUNTERINTUITIVE. after typing in the login , hitting TAB causes the focus 
to be applied to the "login" button. a second tab brings you to the 
password field. 3rd tab brings you to "email me my password"

Steps to Reproduce:
1. http://bugzilla.redhat.com/bugzilla/login.cgi
2. Use the Tab Key

Actual Results:  Frustrated user experience in trying to login without 
using the mouse

Expected Results:  type name in login field, tab to password field,Type 
password in password field, tab to login button, hit enter or space to 
activate the login process.

Changed the format of the login screen to better facilitate tab navigation.
Seems different browsers act differently depending on html table setup. Maybe
the new format will work better for most browsers. Please re-open if not the case.
