Fix debuginfo

Fix attached, see bug 496968 for more info.  The culprit here is "cc -s ...".  Let me know if you'd like me to commit this to devel.

Note that the attached patch to the specfile obsoletes hdparm-9.16-nostrip.patch.

Committed and built as 9.16-3 for devel due to no feedback and "obvious correctness".
