Description of problem:
Beaker 1.3.1 introduced a regression in the way it merges config values, causing FTBFS bug 511511.

python-beaker-1.3.1-4_fc12


How reproducible:
Always.


Steps to Reproduce:
1. Attempt to build python-pylons-0.9.7rc2 or later.
  
Actual results:
Build fails on nosetests section "two_engines"

Expected results:
Successfull build.
