Public bug summary -

1. Time and date of problem:
any - always

2. System architecture(s):
any - gui problem

3. Problem description:

  Observed behavior:

On the Satellite WebUI browsing to:
 Systems - <a system> - Software - Packages

The List/Remove page contains a textbox 'Filter by Package Name'. After
entering an invalid name for a package (i.e. nosuchpackage) the page will
contain a message 'No packages.'. Unfortunately the textbox has also
disappeared. This is very unfriendly, need to use the back-button or click on
one of the tabs (List/Remove) to get the filter textbox again.

  Desired behavior:

If the filter does not return a list of packages, keep the textbox so that the
users can easily change the filter again.

filter box now shows up regardless of whether there are results or not.

Verified in stage.

Search field remains filled even if zero packages returned.
