Description of problem:
 When using /sbin/fence_apc_snmp I get an error.

Version-Release number of selected component (if applicable):
 cman-2.0.113-1.el5.i386.rpm

How reproducible:
 Always

Steps to Reproduce:
1. Execute the /sbin/fence_apc_snmp script
  
Actual results:
/sbin/fence_apc_snmp -o Reboot -a apc.lab.bos.redhat.com -n 6
 local variable 'verbose_filename' referenced before assignment

Expected results:
This should reboot the device
