In fact, it looks like someone else is already working on the perl-Flickr stuff. See Could you do some searches and perhaps work with the other submitter to avoid duplication? See, for example, bug 507801 and bug 507805.
Sorry about that. I asked the author to change the license to comply with Fedroa licensing guidelines, so I supposed (wrongly) that I wasn't packaged yet. Thank you.
