Description of problem:
The fence_xvmd_enabled() function in /etc/init.d/cman checks for the existence of the 'xm' executable from the 'xen' package.  If the 'xen' package is not installed, the start of fence_xvmd silently fails.

This is a problem in a cluster using KVM.  Package 'xen' is not required to be installed, but must be for 'fence_xvmd' to start.  Installing the 'xen' package, which pulls in the 'kernel-xen' package solves the problem; this is not an ideal solution.

Steps to Reproduce:
1. install packages 'cman' and 'kvm'
2. configure a cluster, enable fence_xvmd in cluster.conf
3. service cman start
  
Actual results:
Starting fence_xvmd silently fails

Expected results:
fence_xvmd should start since 'xm' is not required for its operation
