Description of problem:

The IPv4 tiebreaker code will do DNS resolution of the given address/hostname, even if the given parameter is already in dotted-quad format.  If DNS is not responding, this can cause the IP tiebreaker to go offline erroneously, potentially causing a service outage if only one cluster node is online.
