Description of problem: ATLAS provides drop-in optimized liblapack library. The library is built against reference lapack which was broken (see https://bugzilla.redhat.com/show_bug.cgi?id=520518) Now it has been fixed and lapack needs to get rebuilt against the updated lapack library. This is probably also the case for F-10 and rawhide.
I'm doing this myself now for rawhide in the interests of fixing bug #520518, I'll leave the F-10 and F-11 builds to the maintainer.

Hi there Deji, we're considering pushing out an update of octave to 3.2.2 to F-11 which will need an atlas rebuilt against the fixed lapack, do you want to do it, or should I?
