build fix

Description of problem:
10.2-9 doesn't build because Yap has an include file with the same name as smi-pl

So attached is a simple build fix that lets ppl rebuild in rawhide by forcing those headers to be included before Yap

took the liberty of checking the above and buildint ppl to clear the rebuild errors. done as ppl-0.10.2-10.fc12
