If you have a package that won't be updated by default for reasons like
updating config files, up2date has a screen where you can override the
decision to not install that package.  However, if the package is in the
skip list (such as kernel packages), it doesn't give you the option to
override that decision.

Yes, skipped packages appear in the same listing as the other packages and can
be overridden at the same point.
