Description of problem:
RedHat 7.1 does not include the getty_ps RPM.  It substitutes the mgetty
RPM.  Mgetty hangs on a 3-wire serial console when run with the following
options:
     s0:2345:respawn:/sbin/mgetty -r -s 9600 -x 0 ttyS0
With a fully wired serial console, mgetty works fine.

The getty_ps distributed with RedHat 6.1 does not have this limitation. 
When run with:
     s0:2345:respawn:/sbin/getty ttyS0 DT9600 vt100
It is able to operate with a 3-wire serial console.  We were able to fix
our systems by loading the RPM from a RedHat 6.1 distribution.

In the future, please either distribute getty_ps with RedHat releases or
fix mgetty.
