Initial patch submitted by achiang and myself

Description of problem:

dzickus has noted that several patches now depend on smp_call_function_single() and smp_call_function_many().

In order to simplify the patches, I am going to create a single patch for these functions.  The patches will the refer back to this patch.

Version-Release number of selected component (if applicable): 2.6.18-166.el5


Additional info: Patch is based on the one that I am working with for the MCE code, and that was submitted by achiang as part of his powernow driver update.

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
