First of all, this package should be named tex-pst-uml:
http://fedoraproject.org/wiki/Packaging/NamingGuidelines#Addon_Packages_.28TeX.29

Secondly, pst-uml is part of the TeX Live distribution, which has been the TeX compiler in Fedora for some time now. So are you targetting only EPEL?

PS. Jindrich Novy has been working on a new system of packaging TeX in Fedora by using the metadata of the TeX Live distribution to generate the packages, see

I did not know this was already in TeX Live.
