In Systems -> Kickstart -> Profiles -> Software -> Package Groups there are (at least) two checkboxes missing. One should add --nobase and the other --ignoremissing to %packages. Right now, One would have to list all packages from @Base with a minus in front of it to achieve --nobase and --ignoremissing isn't even possible at all. Of course, one could also upload a kickstart file featuring those parameters, but I'm sure it won't hurt the wizard to implement this features.
