Apparently, this is not a gnote at all but a bug in the global menu applet. This is fixed in the latest svn of the applet. For more details, refer to

http://code.google.com/p/gnome2-globalmenu/issues/detail?id=507

Since global menu applet is not in Fedora although review is at https://bugzilla.redhat.com/show_bug.cgi?id=480279, I am going to close this as not a bug in Gnote. Thanks.
