Description of problem:
Using directory admin console, right click on OU and select manage password policy and popup screen is too large to be managable, should be windowed 

Version-Release number of selected component (if applicable): 1.1.3


How reproducible: Windows client and linux client reproblem

Steps to Reproduce:
1.Open Directory Server Management
2.Click Directory Tab
3.Right Click on ou for users and select manage password policy
4. Window that appears requires really really high resolution to manage, needs border or scroll bar frames

Expected results:
Possible redesign of the screen mite be required
