Description of problem:
qstat uses the reserved posix name for the qstat binary. this has to change (best would to coordinate with upstream on the matter if upstream is still active). the only tool that quickly comes to mind which uses qstat in fedora is xqf and probably has to be patched also so it keeps on working by default. once done the conflicts against torque-client can be lifted.

How reproducible:
qstat and torque-client cant be installed together
