Patch specfile to comply with emacs add-on packaging guidelines

Description of problem:
Presently the packaging doesn't comply with the emacs add-on packaging guidelines. The attached patch fixes this. This also addresses the issue raised here:

regarding the rather odd Requires on /usr/share/emacs/site-lisp
