use the new css to create a replacement for the current navigation layout (main.xhtml).

also, elimination of sub-sub-tabs.  below is the list of changes:

monitor > visibility > resources -- goes away, to be replaced by top-level, hierarchical, navigation component
monitor > visibility > indicators -- becomes monitor > graphs
monitor > visibility > metric data -- become monitor > tables
monitor > configure -- remains the same
events > a new top-level navigational tab
monitor > events -- becomes events > history
monitor > timeline -- becomes events > timeline

rev1960 - update sub-related renders to use CSS-based approach (instead of image replacement); 
will add new tabs and sub-tabs as those features are re-implemented;
