update the main layout to use the new css-driven tab-layout.  leave an area for a left-hand side, hierarchical navigation component to be dropped in, depending on the page context (resource-level versus resourceGroup-level)

rev2004 - make room for navigation component on resource and compatible groups pages; 
fix markup on various pages for consistency between struts and JSF pages;
