Resolved partially in r3428, still need to update the onhover scripts for the tree and checking a js error in IE6. On load the tree looks fine however when you hover on it the scrollbars show up again

This fix also somewhat corrects the resizing behaviour of both the panes and the whole browser window. There are still some minor issues but the situation is definitely better than it was before this fix.

I can't get any scrollbars to appear in the left nav, which is how I think it ought to work.  Fixed, rev3574
