This is due to the double inclusion of rhq.js. First time it is included from layout/main-layout.xhml, the second time by the renderer of onc:config component.
rev 3574 removes the duplicate include as suggested above by Lukas. I made this change because this change solved a blocker level problem we were now seeing, I think due to the changes in rev3561 for RHQ-1780. In short the config properties were not rendering (or could not be seen) until a resize of the browser or a resize of the split pane was performed. This issue was resolved by removing the duplicate include. Note - the problem was seen on FireFox3. The horizontal scroll bar does appear if the split panel is re-sized such that the main tabs would be occluded. But, there remains a bigger issue. Resizing the entire FireFox 3 browser window (not just the panels of our gui) does not behave as expected. This will be a new Jira.

The scrollbar issue described in this jira has been resolved by Jay's change. The Firefox issue is desribed in RHQ-1894 and should be resolved by now. In IE6 there remains a small glitch - the config table is unnecessarily wide. This is specific to IE6 (the page looks OK in FF and IE7) and is probably caused by incorrect styling of the table for IE6 (due to its broken box model). A new jira is coming for this.

Now the problem is the scrollbars won't go away. However that's being covered by another issue, so i'll close this one. rev3610
