Steps to reproduce (on a single host/IP):

1.  Install Apache 2.0.63, instrument it with rt and snmp, start it, and add it to inventory and configure Connection properties (inc Availability URL)
2. Go away for 30 minutes
2.  Shut down Apache
3. Install IIS, start it, and add it to inventory.  Do not configure any Connection properties.
4. Go away for 30 minutes
5. Notice that Apache is still showing as "available".  It has lost all its child resources, but JON appears to still think that apache is available because IIS is still making a page available at the Availability URL.
