Description of problem:
Raw-config upload UI displays 2 stop button while uploading a config

Version-Release number of selected component (if applicable):


How reproducible:
always

Steps to Reproduce:
1.click on resource with raw-config(raw-config-server)
2.go to the configure tab and edit files
3.click on upload
4. Upload a file
  
Actual results:
observe that there is a stop button at the top and also just below the file showing the upload status

Expected results:
Only one stop button is needed.

The second stop button is gone.

This still has 2 stop buttons

The stop label/link next to the file name has been removed.
