Anaconda traceback with german languuage selected

Description of problem:

Anaconda shows a python traceback when entering time zone selection.
This happens only during text installation and if you select a german keyboard layout (and therefore a german locale) during installation.

I tracked down the problem until I reached a time zone entry "Europe/Brüssel" (with german umlaut). Anaconda does not seem to be able to deal with this entry. Maybe a UTF-8/ISO-8859 problem.

FC12 final

How reproducible:
everytime

Steps to Reproduce:
1. start FC12 installation
2. select text mode installation (not VNC)
3. select german keyboard
4. Proceed until anaconda tries to display time zone selection
   where the crash occurs
  
Actual results:
traceback (attached)

Expected results:
no traceback but display of time zone selection dialog

This means, that nobody in Germany is able to use text mode installation.

I checked also "french" which results in the same bug.

I think, that text mode for all languages is broken, which use non-ascii characters.
