As we've all learned by now, PolicyKit keeps vital system config files in 
/var/lib/polkit-1/localauthority.

This is not an appropriate location for these files by the FHS and therefore by Fedora policy:

These files should be moved to /etc; it seems like /etc/security/polkit would be a good choice (particularly since it mirrors the older/existing consolehelper config directory, /etc/security/console.apps).
