Description of problem:
Resource which supports only structures has the links to switch to files mode.
(even for existing plugins with amps version < 2.1)
Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1.login to the rhqserver with agent running
2. Select a resource which do not support raw-config and click on configure tab
3.Click on files mode link

  
Actual results:

clicking on files mode in both view only and edit mode has the structured link

Expected results:
Switch to files mode should not be present for resources that support only structured config.
