This build failure is caused by gnupg2 replacing gnupg1. Of course gnupg2 has another (broken) behaviour, see bug #539875 for further information.
I did a rebuild against 5.10.1, to resolve some rpm deps, but do not get disturbed: this module does not work with gnupg2 at all; it cannot encrypt not decrypt, it is only able to create keys. ;-)
Stepan, do you have any idea how to get perl-Crypt-GPG back to life? I know, I'm the package maintainer, but I don't see myself able to rewrite parts of the module to get it working with gnupg2. And somebody less nice obsoleted gnupg1 package simply...

The code seems to have various variables for command options, so adding the options should not be the hradest part; the hard thing is to identify all the use cases and finding the corresponding gpg commands to do the tasks. Do you actually use the module? It would help to find someone who does, because we could then start from the simplest use cases: sign a text with a key from my ring, encrypt it, decrypt it,...
