FWIW, I've recently (i.e., before this happened) ran restorecon -v -R /var/lib.
COuld you install the selinux-policy package that is in updates-testing to see if this fixes the label on this directory to NetworkManager_var_lib_t It is either fixed there or Fixed in selinux-policy-3.6.32-47.fc12.noarch You can just chcon -R -t NetworkManager_var_lib_t /var/lib/NetworkManager for now
