Add version to perl-PPI dependency

perl-Perl-Critic does not specify a version in its dependency to perl-PPI things, and rpmbuild fails to autogenerate them.  I ran into this while wanting to upgrade my local perl-Perl-Critic on F-11 to the Rawhide version; it blew up until I updated perl-PPI as well:

Can't locate object method "specialized" via package "PPI::Statement" at /usr/lib/perl5/vendor_perl/5.10.0/Perl/Critic/Policy/ErrorHandling/RequireCheckingReturnValueOfEval.pm line 238.

While not an issue within a single Fedora release, I think adding the version would be helpful.  Fix attached, let me know if you'd like me to apply and build this for Rawhide.
