Description of problem:
ac_uid16, ac_gid16, ac_uid32, ac_gid32 are always 0 in /var/account/pacct file.
Utilities like sa or lastcomm show that owner of all processes is root.

How reproducible:
Start process accounting, run some command as user (not root), print process accounting information.

Steps to Reproduce:
1. sudo service psacct start
2. cal
3. sudo lastcomm cal

Actual results:
cal                     root     pts/3      0.00 secs Wed Dec  2 14:52
                        ^^^^

Expected results:
cal                      vvv     pts/3      0.00 secs Wed Dec  2 14:52
                         ^^^

Upstream commit 4b731d50ff3df6b9141a6c12b088e8eb0109e83c
  bsdacct: fix uid/gid misreporting

fixes it. It is queued for 2.6.31-stable and 2.6.32-stable. It will get to Fedora kernel with one of the regular kernel updates eventually.

Confirm that it fixed in kernel-2.6.31.9-174.
