Description of problem:

Condor is entirely compiled without -O2

Some upstream testing has shown benefits from -O2

Currently, standard universe tests fail to compile with -O2, related to fstat sizing (see upstream build id 202181)

The -O2 parameter is specified in the spec file and actually used (rpm -q --queryformat="%{OPTFLAGS}\n" condor). 
Verified on:
- RHEL4.8, i386/x86_64, condor 7.4.3-0.5
- RHEL5.5, i386/x86_64, condor 7.4.3-0.8
