Use grep instead of egrep

egrep is deprecated (see man page and --help), the attached patch changes the "Fedora originated" files in ntp to use plain grep instead of it.

(A bunch of egreps and fgreps remain in upstream files, mostly build related ones.)

This bug appears to have been reported against 'rawhide' during the Fedora 13 development cycle.
Changing version to '13'.
