Description of problem:
"man jed" says:

    /etc/jed.rc
           The system wide configuration file.

But the location is: /usr/share/jed/lib/jed.rc

Additional info:
Roswell has introduced /etc/jed.conf, but /usr/share/jed/lib/jed.rc is
still loaded.

Loading of /usr/share/jed/lib/jed.rc from /usr/share/jed/lib/site.sl is broken.

/usr/share/jed/lib/jed.rc is not loaded at all (but would be easy to fix).

When  /usr/share/jed/lib/defaults.sl  is present, /etc/jed.conf is not loaded at
all.

And if that sounded confusing, here's the short version:

/etc/jed.conf  ought to be documented in "man jed" because the old mechanism for
loading system wide defaults works no longer. /usr/share/jed/lib/jed.rc is
effectively disabled due to IMHO questionable code in site.sl.

Not true for jed-0.99.16-3, but I've switched to Emacs again long ago.
