Previously, when running two brokers in a cluster, one of them would fail with an inconsistency error. With this update, inconsistency errors no longer occur when running two brokers in a cluster.

When running two brokers in a cluster, one of them will fail with a message like the following:

on 752581-26 bug aapears , but seen only on x86_64
