I believe that

needs change to
Requires: postgresql84-libs

Ooops ... all the inter-package Requires are wrong ... shows the virtue of using %{name} ...

Clearly a bug, can we get this ack'd?

Further testing shows that I also need to revert the patch for bug 495727 (ie, go back to using -n not -N in the useradd call).  It also appears there's a pre-existing selinux policy bug that prevents the regression tests (postgresql84-test) from succeeding completely.  Will file a separate bug about that, since it's dwalsh's problem to fix.

selinux issue filed as bug #551063 --- note it affects postgresql and postgresql84 equally
