+++ This bug was initially created as a clone of Bug #550570 +++

Description of problem:

On December 25, 2009 the Bangladesh government decided to put the clock back 
by one hour on December 31 23h00 and the new time will continue until 
March 31, 2010 midnight. 

To be able to comply with that a patch for Enterprise Linux 4 (and 
also other products) is needed.
